International Calls from Saudi Arabia: What Works
More than a third of everyone living in Saudi Arabia was born somewhere else — in Dhaka, Lahore, Kerala, Cairo, Manila, Addis Ababa, Sana'a or Khartoum. For millions of people in Riyadh, Jeddah and Dammam, an international call is not an occasional thing: it is how you say goodnight to your children, check on your parents and keep a household running from three thousand kilometres away. This guide looks at how those calls are actually priced from a Saudi phone, where the usual bundles fall short, and how eFon fits in — plus the dialling steps and the time differences you need to get the call right.
The operator menu: pay-as-you-go, add-ons and bundles

If you have a prepaid line from stc, Mobily or Zain, international calls come in three flavours, and it pays to know which one you are actually on:
- The standard international rate. With no bundle, every minute abroad is charged at the operator's headline per-minute price. This is the most expensive way to call and the default most new lines start on.
- International-minute add-ons. A block of minutes — a few dozen to a few hundred — bought for a fixed amount, valid for a week or a month, to a published list of countries. Whatever you don't use by the expiry date is gone.
- "Flex" bundles and country packs. The big prepaid bundles pool local and international minutes to a list of twenty or so countries, usually with data thrown in; and a handful of destinations with large communities here — Egypt, the Philippines, Yemen, Ethiopia, India, Pakistan — get their own country-specific packs.
The bundles can be good value if your destination is on the list, if you use the minutes before they expire, and if you are calling a mobile. That is a lot of ifs. Read the small print on any package you are considering: which countries it covers, whether landlines are included or priced separately, whether the headline price includes the 15% VAT, and what happens to the minutes on day 31. A pack that looks cheap per minute on paper is less cheap when a third of it expires unused — or when the one country you call most turns out not to be on the list.
Prices and country lists change several times a year, so we deliberately don't print operator figures here; the current ones are on stc, Mobily and Zain's own add-on pages.
Where eFon fits
eFon takes a different approach: you pay per minute, only for the minutes you talk, and the rate is the same to every country from every country. There is no bundle to size, no country list to check, no monthly expiry to chase, and no connection fee. The app carries your call over Wi-Fi or mobile data and delivers it as an ordinary phone call to the number you dialled — a mobile or a landline — so the person you are calling needs nothing but a phone that rings. On most routes that works out at up to 90% less than dialling directly on a mobile-operator plan.
The live per-minute prices are on each country's page — these are the destinations most called from the Kingdom:
| Destination | Code | Rate page |
|---|---|---|
| Bangladesh | +880 | Calls to Bangladesh |
| Pakistan | +92 | Calls to Pakistan |
| India | +91 | Calls to India |
| Egypt | +20 | Calls to Egypt |
| Philippines | +63 | Calls to the Philippines |
| Ethiopia | +251 | Calls to Ethiopia |
| Yemen | +967 | Calls to Yemen |
| Sudan | +249 | Calls to Sudan |
| Nepal | +977 | Calls to Nepal |
| Sri Lanka | +94 | Calls to Sri Lanka |
| Indonesia | +62 | Calls to Indonesia |
| Eritrea | +291 | Calls to Eritrea |
Because the price doesn't depend on where you are, it stays the same during leave at home, on a stopover in Dubai, or after a move to another Gulf country — one rate, one balance, no new SIM to set up. Two destinations have dedicated step-by-step guides for callers in Saudi Arabia: calling Bangladesh from Saudi Arabia and calling Eritrea from Saudi Arabia; for Ethiopia, the Kingdom's other big Horn of Africa community, start with our guide to calling Ethiopia. And if it is your family who call you, there is a guide the other way too: calling Saudi Arabia from Pakistan.
WhatsApp works here — so why call at all?
Saudi Arabia lifted its block on internet calls back in 2017, so WhatsApp and similar apps do ring from a Saudi SIM — unlike in the UAE, where they still don't. The limit is not on your end; it is on the other. An app-to-app call needs the person at home to have a smartphone, the same app, and a data connection good enough for voice at that moment. Parents in a village outside Sylhet or Peshawar, a grandmother's landline in Alexandria, a relative in Sudan during one of the recurring network outages, family in Ethiopia during a regional internet shutdown, anyone in Eritrea where mobile data is scarce — none of them are reliably reachable that way.
A normal call to a normal number is. eFon dials the actual mobile or landline, and the phone at home rings exactly as if you were calling from across the street. Keep WhatsApp for the video call on Friday; use eFon for the calls that have to connect.
How to dial from Saudi Arabia

Saudi Arabia uses 00 as its international exit code. On a landline or an office phone, dial 00, then the country code, then the national number without its leading zero. On a mobile — and in the eFon app — type + instead of 00 and the same number follows. Save contacts in that + format once, and they work from every country you'll ever be in.
| Calling | From a landline | From a mobile or eFon |
|---|---|---|
| Bangladesh | 00 880 1812 345678 |
+880 1812 345678 |
| Pakistan | 00 92 301 2345678 |
+92 301 2345678 |
| India | 00 91 81234 56789 |
+91 81234 56789 |
| Egypt | 00 20 10 01234567 |
+20 10 01234567 |
| Philippines | 00 63 905 123 4567 |
+63 905 123 4567 |
| Yemen | 00 967 712 345 678 |
+967 712 345 678 |
| Sudan | 00 249 91 123 1234 |
+249 91 123 1234 |
Note the dropped zero: a Pakistani mobile written locally as 0301 2345678 becomes +92 301 2345678, and a Bangladeshi 01812 345678 becomes +880 1812 345678. For the reverse direction, your own Saudi mobile — written locally as 05x xxx xxxx — is +966 5x xxx xxxx for anyone calling you from abroad. If a number arrives in an unfamiliar format, our guide to dialling international numbers sorts it out.
When to call: the clock from Riyadh
The whole Kingdom is on Arabia Standard Time, UTC+3, all year — no daylight saving. Most of the countries people call from here are to the east, so the day at home is already further along than yours:
| Destination | Compared with Riyadh | 8 pm in Riyadh is… |
|---|---|---|
| Egypt | same time in summer, 1 hour behind in winter | 8 pm (summer) / 7 pm (winter) in Cairo |
| Sudan | 1 hour behind | 7 pm in Khartoum |
| Yemen, Ethiopia, Eritrea, Somalia, Kenya | same time | 8 pm |
| Pakistan | 2 hours ahead | 10 pm in Lahore |
| India, Sri Lanka | 2½ hours ahead | 10:30 pm in Kerala |
| Nepal | 2¾ hours ahead | 10:45 pm in Kathmandu |
| Bangladesh | 3 hours ahead | 11 pm in Dhaka |
| Indonesia (Jakarta) | 4 hours ahead | midnight in Jakarta |
| Philippines | 5 hours ahead | 1 am in Manila |
The practical consequence: for South and South-East Asia, call before your evening, not after it. A break between afternoon prayers reaches Dhaka at tea time and Manila at dinner; a call at 10 pm after work reaches a household that is asleep. For Bangladesh the comfortable window is roughly 8 am to 6 pm Riyadh time, which is 11 am to 9 pm in Dhaka. Egypt and the Horn of Africa are the easy cases — same clock, call whenever suits you both. And remember that the Saudi weekend is Friday and Saturday while most of South Asia works Saturday; Friday morning in Riyadh is often the best slot of the week for a long, unhurried call.
In short
- A bundle is only cheap if your country is on its list and you use every minute before it expires.
- eFon charges one per-minute rate to mobiles and landlines, the same from any country, with nothing to pre-buy and nothing that expires — up to 90% less than the direct operator rate.
- Dial
00+ country code from a landline,++ country code from a mobile or the app; drop the home number's leading zero. - Call South Asia and the Philippines before your evening; Egypt and East Africa share your clock.
